An employer-sponsored health plan in which the employer pays a fixed monthly premium to an insurance carrier, which assumes all financial risk for claims.

Fully-insured employers see the EHP SIMERP's effect on next-year renewals: lower claim utilization on the underlying plan translates to lower experience-rated renewal premiums. The effect is real but indirect compared to self-funded employers.
